RULES
for the military registration of conscripts, persons liable for military service and reservists
Conscripts, persons liable for military service and reservists must:
1) be registered for military service:
at the declared (registered) place of residence – at the relevant district (city) territorial centers for recruitment and social support (persons liable for military service of the Security Service of Ukraine – at the Central Department or regional bodies of the Security Service of Ukraine (hereinafter referred to as the SSU bodies), persons liable for military service of the Foreign Intelligence Service – at the relevant unit of the Foreign Intelligence Service). In addition, conscripts, persons liable for military service and reservists residing in villages and towns, as well as in cities where there are no relevant district (city) territorial centers for recruitment and social support, must be registered for personal and primary military registration with the relevant executive bodies of village, town and city councils;
at the place of work (study) – in central and local executive authorities, other state authorities, local self-government bodies, military administration (management bodies), military units (subdivisions) of the Armed Forces, other military formations formed in accordance with the laws of Ukraine, as well as special purpose law enforcement bodies, enterprises, institutions, organizations, educational institutions, healthcare institutions regardless of their subordination and form of ownership;
in case of departure from Ukraine for a period exceeding three months – at the place of consular registration in foreign diplomatic institutions of Ukraine;
2) to arrive at the call of the district (city) territorial centers of recruitment and social support, the SSU, the units of the SZRU at assembly points, recruitment stations, territorial centers of recruitment and social support, the SSU, the units of the SZRU within the time limits specified in the documents (mobilization orders, summonses, orders) received by them from the district (city) territorial centers of recruitment and social support, the SSU, the units of the SZRU;
3) not to change their place of residence from the moment of mobilization and during wartime without the permission of the head of the relevant district (city) territorial center for recruitment and social support (for persons liable for military service and reservists of the SSU and the SZRU – without the permission of the relevant head);
4) undergo medical examination and treatment in healthcare institutions in accordance with the decisions of the commissions on assignment, conscription commissions or military medical commissions of the district (city) territorial recruitment and social support centers, healthcare institutions of the SZRU, and in the SZRU – by the decision of the heads of the relevant units or the military medical commission of the SZRU;
5) to undergo training for military service, military service and perform military duty in the reserve, to serve in the military reserve;
6) personally report to the district (city) territorial centers of recruitment and social support, the Security Service of Ukraine, units of the Foreign Intelligence Service with a passport of a citizen of Ukraine and military registration documents for deregistration in case of leaving for another area to a new place of residence, outside Ukraine for permanent residence or for a period of more than three months, in case of changing the place of residence within the city with moving to the territory of another administrative district;
7) personally, within seven days from the date of arrival at the new place of residence, report with a passport of a citizen of Ukraine and military registration documents to the relevant district (city) territorial center for recruitment and social support (a body of the Security Service of Ukraine, a unit of the Foreign Intelligence Service, a foreign diplomatic mission of Ukraine), which organizes and maintains military registration on the territory of the relevant administrative-territorial unit, for registration;
8) personally inform the bodies in which they are registered within seven days of any changes in personal data specified in Article 7 of the Law of Ukraine “On the Unified State Register of Conscripts, Persons Liable for Military Service and Reservists”, as well as provide the said bodies with documents confirming the right to postpone the call-up for military service during mobilization on the grounds specified in Article 23 of the Law of Ukraine “On Mobilization Training and Mobilization”;
9) to immediately inform district (city) territorial centers for recruitment and social support, the Security Service of Ukraine, units of the Foreign Intelligence Service at the place of military registration about the loss of a military registration document;
10) to verify at least once every five years their personal data with the records of district (city) territorial recruitment and social support centers, the SSU and units of the SZRU;
11) to submit documents confirming the right of citizens to postpone the call-up for regular military service to district (city) territorial centers of recruitment and social support by October 1 each year.
If, for any reason, a call-up notice from a district (city) territorial center for recruitment and social support is not received, citizens of conscription age must report to a recruiting station within ten days from the date of the start of the relevant regular call-up for regular military service, as determined by a decree of the President of Ukraine.
Conscripts, persons liable for military service and reservists are held administratively liable in accordance with the Code of Ukraine on Administrative Offenses for violation of the rules of military registration and legislation on defense, mobilization preparation and mobilization, damage or negligent storage of military registration documents that resulted in their loss.
Citizens who evade military registration, training (check-up) or special training, conscription for regular military service, military service for officers, military service for mobilization, for a special period, military service for reservists during a special period, bear criminal liability.
